An update that contains two features can now be installed.

## Description:

This update for release-notes-sle_rt fixes the following issues:

  * Add the Limitations section for Live Patching
  * Enable Live Patching support for SUSE Linux Enterprise Real Time
    (jsc#PED-1706)
  * rt-tests has been updated to v2.4 (jsc#SLE-23995)
