## Description:
This update for lapack fixes the following issues:
Version update from 3.5.0 to 3.9.0 (jsc#PED-3628):
* As a configurable option, add tmglib code to the LAPACK library and enable
TMG in LAPACKE as the header files provide its API (bsc#1207989,
bsc#1087426)
* Build deprecated functions to avoid breaking the ABI (bsc#1207989)
* Make library links in the alternatives directory architecture dependent.
This avoids conflicts when both 32-bit and 64-bit versions are installed
(bsc#1207563)
* Fix conflicts with openblas (bsc#1207358)
* Fix build failures with GCC 10 (bsc#1166619)
