An update that contains two features and has three fixes can now be installed.

## Description:

This update for linuxrc fixes the following issues:

  * add 'repo' URL scheme to linuxrc (jsc#SLE-22578, jsc#SLE-24584, bsc#1223326,
    gh#openSUSE/linuxrc#332)
  * ensure the device is passed to hd and disk Zypp schemes (jsc#SLE-22578,
    jsc#SLE-24584)
  * add relative flag to url struct
  * add 'repo' URL scheme to linuxrc (jsc#SLE-22578, jsc#SLE-24584, bsc#1223326)
  * write /etc/locale.conf and /etc/vconsole.conf (bsc#1218621, bsc#1222289,
    gh#openSUSE/linuxrc#332)
  * update year in copyright message
