## Description:

This update for ecj fixes the following issues:

  * Upgradeded ecj to eclipse version 4.23, to be compatible with Java 17 tomcat
    webapps (jsc#PED-2979)
  * Use the bundled javax17api.jar stubs, but don't distribute them
