An update that has three fixes can now be installed.

## Description:

This update for cloud-init contains the following fixes:

  * Skip tests with empty config.

  * Support reboot on package update/upgrade via the cloud-init config.
    (bsc#1198533, bsc#1218952, jsc#SMO-326)

  * Switch build dependency to the generic distribution-release package.

  * Move fdupes call back to %install. (bsc#1214169)
