An update that has two fixes can now be installed.

## Description:

This update for cargo-packaging fixes the following issues:

  * Remove cargo_config that is now part of vendor.tar
  * Prevent stripping debug info (bsc#1222175)
  * macros.cargo: Drop bashisms
  * Rename variable for bitwarden
  * Add rust-packaging compat (bsc#1212226)
  * Default flags
  * Add buildflags
