An update that contains one feature and has four fixes can now be installed.

## Description:

This update for installation-images fixes the following issues:

  * Version upgrade (v16.59.16).
  * Require `libsolv-tools` explicitly (bsc#1227672).
  * Revert "drop unused wget (bsc#1215290)" (bsc#1228736).
  * make some compression settings configurable (bsc#1223982, jsc#PED-8374).
  * limit compression in OBS to 4 threads
  * ppc64: optimize for smaller compressed initrd size
  * fix perl issue in test case
