## Description:

This update for pgadmin4 fixes the following issues:

  * Add patches from upstream to add support for PostgreSQL 17 (bsc#1247122):
    * Ensure that pgAdmin4 is compatible with PostgreSQL v17
    * Added support for a builtin locale provider in the Database
