An update that has two fixes can now be installed.

## Description:

This update for regionServiceClientConfigGCE fixes the following issues:

  * SLE 16 python-requests requiers SSL v3 certificates. Update 2 region server
    certs to support SLE 16 when it gets released. (bsc#1246995)
  * Update conditional to handle name change of metadata package in SLE 16.
    (bsc#1242063)
  * Add no ipv6
