This update for cloud-regionsrv-client, python-instance-billing-flavor-check

  * Update to version 11.0.3
  * Write instance data cache file after cleaning the cache when the update
    server fails. (bsc#1265930)
  * Create the cache directory when populating the cache. (bsc#1267739)

  * Update to version 11.0.2:

  * Add iputils as a dependency to make automatic NVIDIA repo enablement work.
