This update for release-notes-sle_hpc fixes the following issues:

  * Update to version 15.4.20260709 (bsc#933411):
    * Slurm: Updated to version 24.11.1 (bsc#1236930)
    * Added Slurm 24.11 release notes (bsc#1236034)
    * Added Spack 0.23 release notes (bsc#1235732)
