An update that contains five features and has six fixes can now be installed.

## Description:

This update for powerpc-utils fixes the following issues:

  * NUMA aware CPU hotplug (bsc#1263891):
    * drmgr: Update cpuless_lmb_count NUMA counter
    * drmgr: Remove only available LMBs from CPU less NUMA
    * drmgr: Move numa_topology-code to common numa.c
    * drmgr: Move read lmb size property code to common_ofd
    * drmgr: Add get_next_cpu to identify the removable CPU
    * drmgr: Allocate CPU bitmap for each NUMA node
    * drmgr: Add NUMA configuration update for CPU remove
    * drmgr: Add NUMA based CPU removal
    * drmgr: Allow signals mentioned in new sigset_t
    * drmgr: Add timeout signal handling for NUMA memory RE (bsc#1265903)
    * drmgr: Do not remove LMBs when the timer expires
  * Update to version 1.3.14 (jsc#PED-14528):
    * Unified version number across tools
    * Add Resource group monitoring support to lparstat (jsc#PED-14516)
    * lparstat: print 'Maximum System Processors'
    * lsslot: don't report an error for an empty PHB list
  * Fix build across codestreams
  * Also start smt_off service after networking (bsc#1249152)
  * Fix psize reporting on a CPU pool (bsc#1252108)
  * drmgr/pci: Return 0 for success from do_replace() (jsc#PED-9914)
  * Drop sysvinit service use (bsc#1236480 jsc#PED-264)
  * Update to version 1.3.13 (jsc#PED-9917):
    * multipath - drmgr support (jsc#PED-9914)
