An update that has two fixes can now be installed.

## Description:

This update for libica fixes the following issues:

  * Amended the .spec file (bsc#1265607)
    * Included `--enable-internal-tests` flag in `%configure`
  * Changed the `hexkey` to non-zero value
  * Applied a patch to block SHA1 mechanism for FIPS 140-3 (bsc#1260938)
