An update that contains one feature can now be installed.

## Description:

This update for dpdk fixes the following issues:

  * Update to version 24.11.7:
    * bugfix update without ECO (jsc#PED-13646)
    * BPF Validation: Fixed multiple safety issues, including integer overflows, shift out-of-bounds UB, and incorrect range calculations.
    * IP Fragmentation: Added checks to reject oversized reassembled datagrams, drop IPv6 fragments with per-fragment headers, and randomize hash seeds.
    * Telemetry: Hardened parameter parsing.
    * Drivers: Resolved various bugs and memory leaks in net (bnxt, dpaa, gve, iavf, ice, i40e, ixgbe, mlx5), crypto, and dma drivers.
    * IPC: Fixed memory leaks and a potential deadlock in async alarm callbacks.
