Well AFAIK it was always that way: If you do not start by network install, then at this point no network is configured.
And this is what Thorsten already mentioned. I typically run a test when configuring NTP. But this won't work out in
such cases.

I don't know why we decided to not have NTP configuration available when not starting from network.
