I can give you the kernel config option, CONFIG_NO_HZ_FULL.

An info pointer I can't give, other that to point you at the linux
kernel mailing list, where the work needed to support it is scattered
all over the kernel map, RCU, timers, workqueues, the works.

Subscribing to LKML will get you all of the traffic, and oh, around 800
or so messages per day.  Buyer beware, it's a fire-hose, trying to keep
track of what's going on there is a full time job and then some.
