So until SLES15-Migration-2.0.34 is released, the workaround is the following
after fully updating the SLE12-SP5 packages and installing SLE15-Migration:
zypper install --oldpackage cloud-regionsrv-client-9.3.0-52.61.2
zypper install --oldpackage SLES15-Migration-2.0.32-6

Then perform the migration.
