A fresh install, using the Installer ISO and SLP for Packages + SLED / base / desktop_applications, made no difference.
Same result with a vncserver invocation (5901 - not the yast2 enable remote administration port 5900 thing) :
"Connection refused"
"cannot open display".
Nothing to do with firewall and this bz:
https://bugzilla.suse.com/show_bug.cgi?id=1081952
as firewall was entirely disabled for this attempt (because there's no Yast2 tool for configuring it yet).

Hi,
“zypper dup” is not a supported method to upgrade to Major SLE version,
thus not supported to upgrade from SLES 12 SP3 to SLES 15.
This is only supported for Service Pack Migration of a SLE version, and note
even in this case we recommend to use “zypper migration” instead
https://www.suse.com/documentation/sles-12/singlehtml/book_sle_deployment/book_sle_deployment.html#sec.update.migr.zypper.onlinemigr
Note:
This is not new with SLE15, the same statement are true for migrating from SLE
11 to SLE 12. cf https://www.suse.com/documentation/sles-12/singlehtml/book_sle_deployment/book_sle_deployment.html#sec.update.sle.methods

Is this zypper dup path bz worthy?
prompt > systemctl isolate graphical.target
Only gets the GDM up as well - doesn't allow me to login.

VNC session is just black... Is this a Wayland / X-display permissions issue ? Here's the log.
