## Description:

This update for go1.22-openssl fixes the following issues:

  * Update to version 1.22.9.1 cut from the go1.22-fips-release branch at the
    revision tagged go1.22.9-1-openssl-fips.

  * Packaging improvements:

  * Update summary and description to reflect that go1.x-openssl is a variant of
    the vanilla Go toolchain.
