## Description:

This update for libica fixes the following issues:

  * libica was updated from version 4.3.0 to 4.3.1:
  * Various bug fixes related to FIPS 140-3 (bsc#1231302, bsc#1231303,
    bsc#1231304, bsc#1231305)
  * Require libica-tools and libica-openssl1_1-tools (bsc#1231999)
