An update that has five fixes can now be installed.

## Description:

This update for s390-tools fixes the following issues:

  * Fix gen of cert or CSR to use RSA not RSA-PSS (bsc#1250643).
  * Amended .spec file for opticsmon.service (bsc#1246669).
  * Applied patch to fix DPU utilization calculation scaling for chpstat
    (bsc#1248264).
  * Amended the .spec file to remove embedded build counter for binaries
    (bsc#1246792).
  * Reapplied original vendor.tar.zst fw file.
  * Fix CCA host version detection for newer CCA versions.
