hm what about adding some sort of SP offset to the minor version ?
wouldn't that be an easy way to solve this "lower version number" issue, even if the base version is the same ?
So let's say all SP2 kernels are 3.0.x-2yyy and for SP3 that would be 3.0.x-3yyy.
This way the SP3 kernels would always be ahead of the SP2 kernels as far as RPM/zypper is concerned.
just a thought.

It looks like you are mixing different things here.
I'm pretty sure that your problem has nothing to do with the higher/lower kernel version number.
Even if SP3 has the same kernel version number then SP2, this will not allow you to use the -extra kernel modules from the Extras channel for SP2 with SP3.
The SP2 and SP3 kernels are different and incompatible, thus not compareable.
I think your problem is, that you have the kernel-extra installed, and since the Extras channel is during migration not accessible, the kernel update to SP3 is blocked?

Yes, but as written above, that's only "cosmetic".

The extra channel is only for mirgration for a short time, you shouldn't use packages from it long term.
