by installing SLES 12 GA the issue was the same.
I simple execute the command: ifconfig em1 up
Suddenly it works. Currently we have running it with bonding and it
works like it should so I would like to stop with this issue.

We removed the ifcfg- slave files.
My colleague said that he did not change anything at the switch
configuration.
